To require the state Superintendent of Public Instruction and the state Board of Education to establish a definition of what constitutes “adequate funding” for a school district to provide a satisfactory education, compare this concept of adequate funding to a funding level that would constitute full funding for all of a school district's existing programs, and submit a report to the legislature that states the funding level necessary to provide “adequate funding” and the funding level necessary to provide full funding, either on a statewide basis or a district-by-district basis, or both. The bill does not define “adequate”.
