2007 House Joint Resolution P

Establish part time legislature and repeal term limits

Introduced in the House

June 12, 2007

Introduced by Rep. Brian Palmer (R-36)

To place before voters in the next general election a Constitutional amendment to repeal legislative term limits and replace the current full time legislature with a part time legislature that would meet for not more than 120 days in any two year term, and could meet only between mid January and April 30, and during September, unless recalled on an extraordinary occasion Future legislators (but not current ones) could not be granted any state-paid retirement or health benefits based on his or her legislative service, and their pay would no longer be set by the State Officer’s Compensation Commission. (Presumably it would be set by the legislature itself, and so subject to political accountability.) Legislators could only be reimbursed for “actual and reasonable” expenses (vs. their current $1,000 per month), and the total legislative budget in any one year could not exceed 0.75 percent of the state general fund.
