To eliminate the requirement that in order for the state Insurance Commission to find an auto or homeowners insurance policy price to be “unreasonably high” it must first determine that a “reasonable degree” of competition does not exist in the market for the particular line of insurance. This would reduce the limitations on the state ordering an insurer lower to its premium rates (or withdraw from the market), and is part of a Democratic insurance regulation package.
