Authorize automated "photo cop" citations

To require the Department of Transportation to undertake a pilot program in 10 counties in which automated, unmanned traffic monitoring devices at intersections ("photo-cops") would be set up and could issue traffic citations. The bill specifies that tickets issued by these devices would not result in "points" being added to an individual's driving record.
