Clarify abandoned vehicle seller license requirement

To establish that a person who is engaged in the incidental sale of vehicles that are considered abandoned and are valued at $2,500 or less is not considered to be an “auto dealer” who would be subject to the extensive licensure provisions that apply to auto dealers. The bill also makes revisions to the regulations governing the treatment of abandoned cars. Among other things, it would require that an owner who wants to contest whether a vehicle is considered abandoned, or the reasonableness of the towing and storage fees, to post a bond equal to $40 plus the amount of the accrued towing and storage fees.
