Require local government approval of state land acquisition

To require the Department of Natural Resources to notify a local government if it plans to acquire any new land in the jurisdiction that would be subject to payments in lieu of property taxes (PILT), and prohibit the acquisition if the local government disapproves it. Also, to increase the assessments (and PILT payments) on such lands by an amount specified in the bill, beginning in 2009. The failure of the state to fully fund PILTs in recent years has been a sore point with local governments that have large tracts of state land in their jurisdiction.
