Provide for reversion of legislator expense account money

To create a state fund to accumulate money to make improvements to the state Capitol, and train its staff. Money for the fund would come from unexpended amounts in the office expense accounts of legislators at the end of each year, which House Bill 4610 proposes to automatically transfer to this fund.
