End post-retirement health coverage for future legislators

To end the post-retirement health care insurance coverage provided to legislators, but only for those elected in the future, not any current legislators. Under current law, former legislators who have served six years get full health coverage beginning at age 55. See also also House Bill 4558, which would apply this to current legislators also.
