Revise parole guidelines

To explicitly establish in statute that the state’s parole guidelines should protect the public while also reflecting a prisoner's actual current risk for reoffending and encouraging positive institutional conduct and participation in institutional programs. The bill establishes certain specific factors that may indicate these things, and revises certain procedures to try to match up the indicators with the specified goals in the parole decision process.
