Create government efficiency and mandate commissions

To create a commission on statutory mandates, appointed by the legislature, to investigate and quantify the cost of funded and unfunded mandates, and reporting requirements of state agencies. The commission would have the power to compel the turning over of documents and to subpoena witnesses. It would be required to file its determinations by June1, 2009.
