Define domestic violence murder as automatically first degree

To establish that any murder committed in the course of domestic violence will be considered as first degree murder, subject to life in prison without the possibility of parole, regardless of whether it meets the other conditions that define first degree murder (a willful, deliberate, and premeditated killing).
