Lower unemployment premiums during road closures

To not include unemployment insurance benefits paid to a worker laid off because a temporary road closure limits access to a business in the calculations used to determine how high an insurance premium the firm should be charged. Under Michigan’s unemployment mandatory insurance law employers pay premiums based on their layoff experience.
