Revise school district territory transfer procedures

To require an Intermediate School District to approve the transfer of territory from one school district to another if 80 percent of the voters in the territory to be transferred petition for it, if it is approved in a vote of the people of the territory, and if the school district from which the people wish to be detached has lower than average performance on state test scores. Property owners in the transferred territory would still have to pay millages on past construction projects in the old district, but state per-pupil operating funds for their children would flow to the new district. The old district would have no say in the matter, and certain other conditions apply that possibly limit the scope of the proposal to portions of the Pontiac school district that lie outside the city boundaries.
