Transfer final school territory decisions to circuit court

To transfer from the state Board of Education to the local circuit court the authority to approve or deny the transfer of territory from one school district to another. Among other areas this would apply to portions of the Pontiac school district that lie outside the city boundaries. See House Bill 4114, which establishes a procedure by which these territories could get out of the Pontiac district.
