Prohibit contracting out prison operations

To prohibit the state from entering a contract with a private company to operate a prison, notwithstanding any potential cost savings. The bill was introduced after Gov. Jennifer Granholm withdrew from a contract with a private company and closed such a facility in Baldwin. The Baldwin facility was opposed by regular state prison workers unions.
