To repeal a law authorizing the state to enter a contract with a private company to operate a youth prison, notwithstanding any potential cost savings. The bill was introduced after Gov. Jennifer Granholm withdrew from a contract with a private company and closed such a facility in Baldwin. The existence of the Baldwin youth prison was opposed by regular state prison workers unions.
