To place the fines proposed by Senate Bill 1236, and related bills that would prohibit employers from laying off or transferring 50 or more workers without 60 days notice, into a state fund that would be used to pay for job training, loan default insurance, and "outreach and assistance" regarding certain federal grants for such workers.
