Impose licensure on retail cigarette sellers

To prohibit selling cigarettes to consumers in Michigan without a new "cigarette retailer" license established by the bill. Also, to prohibit cigarette manufacturers to sell directly to retailers. They would have to only to licensed wholesalers, who would then sell them to licensed retailers. The bill also imposes new disclosure and reporting requirements on these entities, and on internet or mail order cigarette sales.
