Require testing to declare a residence toxic waste "facility"

To prohibit the Department of Environmental Quality from labeling a residential property as a toxic waste "facility" in the absence of actual testing on the property. "Facility" is the term used to designate property (generally industrial or commercial) that has been contaminated and is subject to extensive regulatory supervision and mandates.
