Revise health insurance review law

To revise the "Patient's Right to Independent Review Act," which establishes a uniform external appeals process under which persons with health insurance may request a review by an independent review organization to resolve disputes over covered benefits. The bill clarifies that the Act applies to a health care entity under contract to the state or a local government to provide health care to government employees.
