Create "apprentice" hunting license

To authorize an "apprentice" hunting license for a person who has not hunted before or taken a hunter safety class. An "apprentice" would have to he accompanied in the field by an adult with a regular hunting license. Also, to charge more modest hunting license fees for non-resident minors.
