Prohibit election clerk "assistants" from soliciting absentee ballots

To prohibit an authorized assistant of a city, township, or village clerk from soliciting a registered voter for permission to return an absentee ballot application from the person to the clerk. Note: There was a scandal during a recent election in Detroit in which "assistants" engaged by the city clerk allegedly solicited absentee ballots from mentally incapacitated individuals in nursing homes.
