Require “Price of Government” in state budgeting

To require state budgets to be made using a process like the “Price of Government” process, which prioritizes government programs based on effectiveness benchmarks and citizen input, then fully funds each in order of priority until the available money is used up, at which point programs “below the line” do not get funded.
