To prohibit the company that owns the privately-owned prison in Baldwin closed by Gov. Jennifer Granholm in 2005 (formerly the Michigan Youth Correctional Facility), from accepting under a contract from another state prisoners who have been convicted of more serious violent crimes. See also House Bill 5800, which would allow the prison to accept "level IV-equivalent" prisoners, but not the most dangerous "Level V" prisoners. The prison was designed and build to accommodate Level V prisoners.
