To require the Department of Management and Budget post on a Web site a database containing all invitations to bid for state contracts, requests for proposals, and requests for information issued by the department, in an easy-to-use searchable format that is separated into categories by subject matter, has sufficient information on the department's procurement and bidding process to allow a potential vendor to submit a bid, has information on how to become a qualified vendor, and has department contact information.
