Allow "conscientious objections" by adoption agency

To allow a child placing agency to object to a placement based on the agency's religious or moral convictions. A child placing agency arranges child adoptions and foster care placements. They investigate applicants, and also may supervise children age 16 or 17 placed in independent living situations.
