Make it a crime to prevent domestic violence reports

To make it a crime to prevent another person from using a telephone or computer to report a domestic violence incident or to obtain medical, legal, or other assistance if a domestic violence incident causes injury or death. The bill authorizes up to 90 days in jail, and four years in prison if the incident causes injury or death, in addition to any other penalties for the underlying acts of violence.
