Authorize demonstration landfills with liquids

To authorize and create regulations for research, development, and demonstration project landfills in which certain bulk liquids could be added for the purpose of accelerating or enhancing biostabilization of the solid waste. The allowable liquids include household waste, leachate or gas condensate that is approved for recirculation, and certain forms of septage waste. The bill is part of a package with House Bills 5148 and 5149.
