Prohibit certain mobile home park rules

To prohibit the owner of a mobile home park from adopting a policy in his or her park that restricts activities by tenants related to starting a manufactured home owners association, such as distributing flyers, going door-to-door, or meeting in common areas. Also, to prohibit a park owner from establishing regulations against tenants erecting a "for sale" sign or other type of sign, including political signs (subject to reasonable rules on size, etc.), prohibit establishing regulations against parking a commercial pickup truck on a renter’s lot, threatening a lot renter with unlawful eviction, raising any fee or charge without 30 days notice, and more. The bill authorizes civil fines for violations of these and related restrictions.
