Modify Michigan children's trust fund income tax check-off

To modify the income tax check-off option for contributions to the Michigan children's trust fund, increasing the minimum contribution to $5, and eliminating a $20 million cap on the size of the fund. This and similar income tax check off programs have the effect of reducing the amount of a person’s tax refund. A person not receiving a refund can use his or her tax return to contribute to the fund.
