Authorize "Michigan Life Science Pipeline" business subsidies

To authorize the establishment of a biosciences research and commercialization center at Western Michigan University in Kalamazoo, which would disburse the $10 million appropriated in <a href="http://www.michiganvotes.org/2003-SB-540">Public Act 173 of 2003</a>. Also, it would establish and operate the "Michigan Life Science Pipeline," which would recruit Michigan-based companies involved in life science research and commercialization to affiliate themselves and provide services to related firms here at favorable prices.

It also specifies that when the state seeks competitive bids for administration of the "pipeline," they will offer a four-year contract.
