Revise gas station air pollution requirements

To require the fuel sold in Southeast Michigan to have a different formula that will reduce the evaporation of fuel and so help the region to meet clean air standards imposed by the federal government. Also, to eliminate regulations that require gas stations in certain areas to have “stage two” vapor recovery systems, which require special nozzles and coaxial hoses at each gasoline pump that capture vapors from a vehicle's fuel tank and routes them to the station's storage tanks during refueling.
