To allow a tool and die firm that is part of a “collaborative” eligible for the “Tool and Die Renaissance Recovery Zone” tax breaks authorized by <a href="http://www.michiganvotes.org/2003-HB-5243">Public Act 202 of 2004</a> to become a member of a different collaborative, or allow collaboratives to merge.
