Penalty for false “independent contractor” declaration

To make it a misdemeanor for a contractor to knowingly coerce or assist a person to falsely declare him or herself to have independent contractor status, rather than employee status (which requires the employer to withhold income, social security and Medicare taxes, provide worker's compensation insurance, and comply with other government regulatory requirements).
