Revise military absentee ballot procedures

To establish procedures for getting absentee ballots to members of the armed forces and other voters who are overseas. The bill would allow those who use the federal postcard absent voter application to be eligible to vote in any election, including school elections, that occur within the calendar year in which the application is received by a local clerk.
