To require the Secretary of State to issue “vertical” (or “portrait”) format state I.D. cards to persons recently convicted of drunk driving. Under current law the vertical format licenses are only issued to those under the age of 21. House Bills 4416 and 4417 would ban liquor sales to those with vertical licenses or I.D. cards.
