Revise use of force in schools restrictions

To establish specific statutory standards and procedures for using physical force, restraint or seclusion on a public school student. In general, the bill would not allow physical force or restraint except in an emergency to protect the pupil or another person from imminent, serious physical harm, and would impose stringent standards and limits on the use of seclusion (“time out”).
