Apply mental competence presumption to juvenile defendants

To apply to juveniles who are defendants in criminal prosecutions the same presumption of mental competence that is applied to adult defendants, and require similar standards and procedures for demonstrating a minor’s incompetence as those that apply to adults. The bill is part of a legislative package comprised of House Bills 4213 to 4215.
