Revise telecom Rights-of-Way law

To remove the Metropolitan Extension Telecommunications Rights-of-Way Oversight Authority from the Department of Labor and Economic Growth (DLEG), and establish it as an independent authority with eight board members appointed by the governor, four representing municipalities and four representing telecommunications providers. The authority was created by <a href="http://www.michiganvotes.org/2001-SB-880">Public Act 48 of 2002</a>, and was granted exclusive power to assess fees for the access and use of public rights-of-way within all metropolitan areas for the purpose of installing telecommunication service lines, including lines for telephone, DSL, cable, Internet, broadband, etc.
