To levy a $4.00 per acre “severed mineral rights specific tax” on the owners of mineral rights which have been severed (sold) by the owner of the surface rights on a piece of property. Reportedly, there are persons who buy land and “strip” the subsurface mineral rights by reselling the surface rights only. The owner of the mineral rights has a right to drill or mine under the surface.
