Reorganize Detroit-Wayne County Community Mental Health Agency

To reorganize the Detroit-Wayne County Community Mental Health Agency (DWCCMH) as an independent authority separate from Wayne County (and separate from the county's budget), and to change the makeup of its board to include nine members. Three of these would be appointed by Detroit, three by Wayne County, and three by the state. Currently, half of the 12-member board is appointed by Detroit, and half by Wayne County. The DWCCMH annually serves some 75,000 mentally ill and disabled people, and spends about $530 million, more than $500 million of which is state and federal Medicaid dollars.
