Require 28 days notice for school board write-ins

To require school board write-in candidates to file a declaration of intent to be a write-in candidate at least 28 days before the election. Under current law, write-in candidates for school board or any other office have up until 4:00 p.m. on the Friday immediately before the election to file the declaration.
