Revise FIA child abuse reports

To continue to require certain reports to be filed each year by the Family Independence Agency regarding the number of families in which there is evidence indicating child abuse or neglect, but a low or moderate risk of future harm to the child. While the reports are supposed to have certain statistical information, data collection procedures have reportedly prevented this from being included in recent reports.
