2003 Senate Bill 1

Introduced in the Senate

Jan. 8, 2003

Introduced by Sen. Gerald Van Woerkom (R-34)

To require the large local service telephone companies, SBC, AT&T Verizon and MCI, to go before the Michigan Public Service Commission (PSC) for authorization to collect an end user carrier line fee (EUCL). Smaller phone companies with 250,000 or fewer customers in Michigan are also exempt. The bill would trigger hearings and administrative procedures in which the phone companies would be required to justify the fees. Most Michigan phone customers now pay a fee of $2.78 to $3.50 per month.

Referred to the Committee on Technology and Energy

Feb. 4, 2003

Reported without amendment

With the recommendation that the substitute (S-1) be adopted and that the bill then pass.

Feb. 6, 2003

Amendment offered

To replace the previous version of the bill with one recommended by the committee which reported it. The substitute would exempt Verizon, the state's second-largest telephone company, from the requirement of having to justify its EUCL, because the PSC already held hearings on the company’s fee in 2001. The bill still applies to SBC, AT&T and MCI. The substitute gives the companies more time to prepare their rate case in advance of the proposed PSC hearing.
