Cut pay for legislators, governor if BSF is low

To place before voters in the next general election a Constitutional amendment to provide an automatic 10-percent pay cut requirement for legislators, the governor, and other high-ranking state officers, whenever the budget stabilization fund (BSF or "rainy day" fund) falls below $250 million (which is expected to happen in 2003).
