Funeral contract violation fund

To establish a state consumer pre-need funeral protection fund which would be used to used to reimburse a buyer or the estate of a buyer who has suffered a loss by a default of a funeral goods provider with whom the consumer had a pre-need contract. Money for the fund would come from the $3 death certificate fee imposed on funeral directors and cemeteries.
