To consolidate a number of state college scholarship programs into a single new need-based scholarship program. The bill is part of a legislative package which would eliminate a number of existing programs (see House Bills 4542 to 4549). The package is one of a number of program reductions which Gov. Jennifer Granholm has proposed to close a gap between state spending and expected revenue in the Fiscal Year 2003-2004 budget.
