To establish a process that would be used in the event of the sale or transformation of Blue Cross Blue Shield into a private entity. The bill creates a Michigan Community Health Trust Fund to act as the recipient of any sale proceeds, which would then be invested and used to fund various state health care assistance programs. A change of legal status for Blue Cross Blue Shield would require the approval of the state insurance commissioner following public hearings, and a vote of the legislature.
