To replace the previous version of the bill with one which would reverse an appropriation for a particular school health clinic made by the Senate. The bill was passed as a means of "communicating" the House's displeasure with the Senate's action, and yet not cause a potential delay to passage of House Bill 5705, which is necessary to carry out the provisions of a Fiscal Year 2002-2003 budget-balancing executive order adopted on Dec. 5, 2002. House members felt that the appropriation unfairly advantaged one particular entity at the expense of similar ones.
