To establish a citizen oversight commission for the Department of Environmental Quality (DEQ), and give the commission authority to hire and fire the DEQ director. Prior to its creation as a new department separate from the Department of Natural Resources in the early 1990s, the department was under the oversight of the Natural Resources Commission.
